Simple forms, color, texture and material establish a tie to traditional pattern language; key elements, as in the canales, were reinterpreted in non-traditional materials or articulation and transfigured through the play of light into familiar constructs.

The entry is a space in transition; flooded with light and defined by layers of transparencies, it is a space in constant flux; all elements of the traditional and non-traditional come together and stand apart when viewed from this space; it is a conduit that bridges attitudes and perceptions between the conflicting states, fostering awareness of the greater whole.

The space is comprehensible and enigmatic; the definition of inside and outside are blurred; scale is established through proportion of recognizable elements exemplified by mullions which is pitted against the super scale; streamlined material transitions defies rational termination, denies the eye focus when coupled with ever changing light.

Secular in nature, these activities invite greater civic participation, creating unique demands for the space; expanding beyond the confines of the Kiva, the Council Chamber was envisioned; the secular nature demands new criteria; by necessity, multi-media, comfort and convenience technologies have transformed the program and become semi-sacred.

Traditionally, as with the Kiva, the Council Chamber stands above other activity spaces. As this space is located within the building, certain constructs were employed to develop the hierarchal stature.

The spaces of the Council Chamber and the Governor’s office are distinctly expressed to the exterior. It is of no coincidence that these important spaces are elevated in both height and articulation; oriented to be visible from the main east approach into the community, expressive of the authority, progressive nature and longevity of the Pueblo of Santa Ana.
